CEE-SECR is the premier software engineering conference in Russia. Up to 1000 participants from over 20 countries are expected to attend the event in 2011, presenting and discussing innovations, trends, results, experiences and concerns in the field of software engineering. The conference will be composed of research presentations, experience reports, poster presentations, panel discussions, workshops, invited presentations, and keynote lectures.

At previous conferences, keynote/invited/panel speakers have included: Bjarne Stroustrup, Thomas Erl, Richard Soley, Igor Agamirzian, Grady Booch, Lars Bak, Yuri Gurevich, Alexander L. Wolf, Erich Gamma, Victor Ivannikov, Stephen Mellor, Rick Kazman, Larry L. Constantine, Ivar Jacobson, Mark Paulk, Michael Cusumano, and other distinguished figures.

Keynote lectures at CEE-SECR 2011 will be delivered by Jeff Sutherland, the co-creator of SCRUM; Bertrand Meyer, the creator of Eiffel; Yuri Karpov, a leading Russian specialist in verification and Model Checking and Serguei Beloussov, a Senior Partner in the venture capital fund Runa Capital and the Chairman and Chief Architect of Parallels. Jeff Sutherland will also conduct a two-day Certified SCRUM Master training workshop. Working languages: dual English and Russian. Synchronous translation will be provided during the conference for those who speak only one of these languages.

Papers submitted for the Human Capital and Education track should focus on issues and solutions in teaching software engineering, as well as on topics related to human resource management such as leadership, motivation, teamwork, continuous skills development, etc.

The goal of the Business and Entrepreneurship track is to encourage the exchange of ideas, opinions and experience between entrepreneurs, business managers, visionaries and technical experts on topics related to enterprise IT strategy, business development, innovation and entrepreneurship in the field of software engineering. Papers that address one of the following broad topics are particularly welcome:

• Internet computing (including e-learning and e-government)
• Implementation of cloud computing (SaaS)
• Trends in enterprise IT strategy (including private clouds)
• Software application outsourcing
• Strategic planning in software firms
• Innovation in Software Engineering
• International/Global SE entrepreneurship
• Finance and Venture Capital

Collocated with the main conference, several special events will take place:

• CEE-SECR 2011: Banks
  (a day-long conference on October 31).
• Jeff Sutherland’s “Certified SCRUM Master”(a two-day tutorial on October 31 – November 1).

Instructions for Authors

CEE-SECR 2011 invites submissions in two categories:

• Full academic papers, up to 10 pages long, compliant with the article template available for download from http://2011.secrus.org/templates. Upon acceptance, papers in this category will have to be formatted and submitted in a camera-ready format for publication.

• Short abstract of the presentation, up to 2 pages long, describing results or user experiences that are important to share with the community. Upon acceptance, submissions in this category will have to be provided as a slide deck to be presented at the conference.

Please submit your proposals for papers, presentations, and topics for roundtables and workshops via the submission engine at https://cmt.research.microsoft.com/SECR2011/.

An international Program Committee will review submissions for quality and relevance, and the author will be notified of the Committee’s decision by email.

Academic papers can be written either in English or in Russian; however, each paper must include an abstract in both languages.

Presentation abstracts must be written in both English and Russian.

If necessary, the Program Committee will assist English-speaking authors in translating their abstracts into Russian.

Please remove all instances of authors’ names/affiliation from the submitted papers, as they will undergo double-blind review. Authors’ names/affiliations will be added only to camera-ready versions of accepted articles.

All accepted papers will be distributed at the conference on a flash drive. Academic papers submitted in English will be published in the IEEE electronic library.

Following the conference, the Program Committee will select the 10 best academic papers for inclusion in a special issue of the Software Engineering magazine (Russian).

One free pass per accepted paper will be given to the speaker making the presentation.

A paper submitted to the conference will be considered to be a duplicate submission and rejected without regard to the paper’s merit if there is substantial overlap in the technical content of the conference submission and any other work that is:

• under review at another publication, or
• has been accepted by another publication, or
• has appeared in another publication at any time prior to the completion of the conference review process.
